Beijing will become a "sponge city"

Eighty percent of the built-up area will collect rain


An official from the municipal Planning and Land Commission said that the best way for a city to deal with rain is to "save light rain, discharge moderate rain and avoid heavy rain." Only by making full use of the stored water can the city become safer, more ecological and cleaner.


It is understood that the city has set the general goal of building a sponge city -- to retain rainwater by increasing water storage space; Through the transformation of hard pavement, rainwater infiltration; By extending the return path, the rainwater is purified well. However, in recent years, many mainland cities, such as Beijing, Shanghai and Guangzhou, have experienced severe waterlogging when hit by heavy rainstorms, which has been ridiculed as "the city looks at the sea", posing a serious threat to the safety and living environment of cities.


But the bigger problem is that many cities are short of water. Two thirds of the country's more than 600 cities have insufficient water supply, and one sixth of them have severe water shortages. Beijing, for example, has been experiencing successive periods of dry water since 1999, which, combined with a rapidly increasing population, has reduced its water resources per capita to less than 100 cubic meters.


According to the statistics of the Ministry of Water Resources, in the past 10 years, Beijing has maintained an annual water demand of 3.6 billion cubic meters with an annual water supply of less than 2.1 billion cubic meters, and the annual overconsumption has reached 500 million cubic meters.


How to achieve the goal of sponge city? Officials turned the overall goal into data: By 2020, 20 percent of urban built-up areas will receive 70 percent of rainwater locally; By 2030, 80% of the built-up area will absorb 70% of the rainwater locally. This means that if a rain falls less than 19.4 millimeters, Beijing, a big sponge, will directly absorb the rain.


At present, Tongzhou and Yanqing have been designated as pilot areas, among which Tongzhou will be built into a plain sponge city according to the high level and high standard of construction requirements. Yanqing will combine with the Expo to promote the construction of a mountain sponge city.


Multi-level construction of rain storage system


From the mountain periphery to the central city, Beijing has built one screen, five fans, three rings, five water and nine wedges to increase rainwater infiltration and replenish groundwater and water supply, according to a map from the planning department.


Among them, mountain protection will become a "screen", the mountain area accounts for 62% of the city's area, is the city's ecological conservation area, will focus on ecological construction and water protection.


The position in front of the hill is called "Five Fans", where the soil permeability is good. It is the main groundwater recharge area of the city, and large storage space will be built.


Relying on such important spongy bodies as rivers, lakes and green Spaces, Beijing will be built into "three rings", "five rivers" and "nine wedges", which will become the main storage space for controlling rainwater consumption.


To absorb, store, seep and purify water when it rains, and to release and use stored water when needed. To achieve this goal is not just a matter of urban planning alone.


In the near future, Beijing will build 213 ecologically clean small watersheds, treat 542 villages with rural sewage, build 32 square kilometers of waterfront and treat 50 square kilometers of water and soil erosion, according to a plan from the water authority.


The projects will cover an area of 2,594 square kilometers, equivalent to 5,895 Tian 'anmen Square.


At the same time, the city's 425 river channels will undergo ecological treatment and transformation at different levels. If a marathon runner runs along the river, he will need 152 marathons to finish the race.


In addition, the city also plans to build 21 flood storage and detention areas, the volume of 32 Kunming lakes.


Parks and green Spaces will also become "sponges" to absorb rainwater. According to the information from the Municipal Bureau of Landscaping, before 2020, Qinghe River, Bahe River, Tonghui River, Liangshui River, Yongding River, Wenyu River and North Canal will be built in the city, and nine wedges of green space will be built. And in Fengtai section of the fourth Ring road, Haidian Chaoyang section of the fifth Ring Road, Beijing-Nantong Expressway, Fushi Road, Beijing-Harbin Expressway, Beijing-Shanghai Expressway, Beijing-Tibet expressway, Beijing-Bao Railway, Beijing-Qin Railway, Beijing-Shanghai railway, Beijing-Shan Railway, Beijing-Guangzhou Railway and Beijing-Shi passenger zone along the construction of 13 green passageways.


In the city's new key functional areas, the "13th Five-Year" road construction and reconstruction plan of the Municipal Transportation Commission and the parking lot reconstruction plan declared by each district, also all added "sponge" content, these roads, squares, will also be for water absorption, water storage capacity.


Even the city's old and new neighborhoods will become sponges. Officials from the municipal Planning and Land Commission said that all new residential areas will be controlled according to the latest local standards, and rainwater control and utilization will also be included in the reconstruction of old residential areas and rundown areas, and will be evaluated.
